Why aren't 13D/G filings counted in the total ownership figures?

13D/G filings are treated separately from 13F due to the different treatment by the SEC and the fact that it's nearly impossible to automatically tell if multiple filers are reporting ownership of the same shares.

In addition to raw shares, warrants and other convertible derivates are counted in 13D/G shares counts, as they represent “beneficial ownership” and potential voting rights. In these cases, it would not be correct to count them in the actual share ownership. Because of these types of issues, Fintel excludes them from the automated count and they must be added manually.
